Irish Local Government Computer Service Board Names LizardTech Preferred Supplier for Compression Technology

Irish Local Government Computer Services Board Embraces Document Express with DjVu and Express Server

London, England – April 5, 2005 - LizardTech, Inc., a leader in software solutions that make it significantly easier to manage, distribute and access digital content such as aerial photography, satellite imagery and scanned colour documents, today announced that the Irish Local Government Computer Services (LGCSB) will standardize their document image file format using LizardTech’s Document Express with DjVu®, a highly compressed file format for document images. The solution is being implemented by LizardTech’s business partner, Irish Mapping & GIS Solutions Ltd., (IMGS) based in Dublin, Ireland. The implementation project includes software implementation support and consultancy and supply of the DjVu software licenses over the next three years, which is the expected duration of the project.

All scanned imagery and digital documents will be converted to DjVu using the LizardTech Document Express products. These documents will be stored in DjVu, a revolutionary open file format, in the Local Government’s document and case management solution. Using DjVu ensures the highest possible image quality with the smallest document file size, delivering reduced file storage requirements and improved access whilst not compromising image integrity.

Over the next few years, the LGCSB will rollout Document Express with DjVu in combination with LizardTech’s Express Server to 34 municipal customers across Ireland.

“We are thrilled that the LGCSB have decided to implement our DjVu compression technology to help them overcome the technical challenges that they face or making very large documents accessible to the general public over slow internet connections,” said Carlos Domingo, LizardTech’s President and CEO.

“We were delighted to have been awarded this contract by the LGCSB, and we believe that the implementation of LizardTech’s DjVu technology will enable them to achieve their e-Government objectives. We look forward to continuing to build upon our existing business relationship with the LGCSB,” said Bob Stuart, Irish Mapping & GIS Solutions Ltd.’s managing director.

The business driver for selecting LizardTech’s document compression and distribution software is that the Irish Local Authorities face increasing demand by the general public to provide access to high quality scanned documents, but were faced with the technical challenge that the majority of the population have slow internet connections and broadband connectivity is still very expensive. The efficient document image compression of Document Express with DjVu and the rapid access enabled by Express Server solved these problems.

“Our decision to choose DjVu was simple in that this file format performed better than any other format we evaluated during the lengthy tender process,” said Tony Caulfield, project manager at the LGCSB. “Local Authorities can now post scanned imagery and digital documents such as planning applications, online for the public to see, without burdensome storage, bandwidth constraints or compromised visual quality.”

Document Express with DjVu combines efficient compression technology, automatic document conversion, customisable workflows and an easy to use interface to produce a cost-effective document imaging solution that delivers the highest levels of text legibility, and vivid colour in a compact document file that conserves storage space and bandwidth, whist retaining the ability to be fully text searchable.

Express Server is a robust software for cost-effectively distributing high-resolution imagery and scanned documents via the Internet to any device without sacrificing quality, resolution, or legibility. With Express Server, images download quickly while colours, text, and details of documents and images retain visual fidelity.

LizardTech’s MrSID Generation 3 Format Named Standard by the National Agriculture Imagery Program

USDA Requires All Compressed County Aerial Image Mosaics to be Delivered in MrSID Generation 3 Format

SEATTLE, Wash. – April 12, 2005 - LizardTech, Inc., a leading provider of software solutions that make it significantly easier to manage and distribute digital content, today announced that the US Department of Agriculture (USDA), Farm Service Agency (FSA) has named MrSID Generation 3 image format as the standard to be used for all 2005 Compressed County Mosaics (CCM).

Last year, the USDA FSA Aerial Photography Field Office (APFO) issued a baseline contract for aerial imagery as part of the National Agriculture Imagery Program. One of the deliverables in the Program was a Compressed County Mosaic, which was required in MrSID generation 2 Format. This year USDA has modified the Contract to require that all CCMs be delivered in MrSID generation 3 Format.

USDA FSA makes CCMs available to the public for a nominal fee. Imagery is acquired on an annual basis to support the USDA’s crop and commodity programs and must be acquired between May and the end of September 2005. The mosaics are delivered in UTM coordinate systems compressed to MrSID generation 3 format (MG3). Customers using it will benefit from the new flexibility that MG3 offers over any other compressed image format due to the ability to reproject and compress the images at differing compression ratios within the same mosaic. These features will allow broader use of the imagery by users who work in State Plane coordinate systems and those with limited bandwidth.

“We did extensive due diligence and decided that the time was right to move to MrSID generation 3 format. We like the much greater flexibility and functionality it provides in terms of managing and using NAIP imagery,” said Kent Williams, NAIP Program Coordinator.

MrSID (Multiresolution Seamless Image Database) is a powerful wavelet-based image encoder, optimizer, viewer and file format designed specifically for GIS professionals for true portability of massive images. MrSID technology is the most widely accepted geospatial image format that produces dramatically smaller image files without compromising the quality of the original image allowing for more detailed analysis. Geospatial professionals within government agencies rely on LizardTech’s GeoExpress 5.0 with MrSID for crucial decision making such as land planning, tax assessment and national security when in need of rapid access to massive imagery from anywhere in the world.

About USDA FSA

Stabilizing farm income, helping farmers conserve land and water resources, providing credit to new or disadvantaged farmers and ranchers, and helping farm operations recover from the effects of disaster are the missions of the U.S. Department of Agriculture’s Farm Service Agency (FSA).

FSA was set up when the Department was reorganized in 1994, incorporating programs from several agencies, including the Agricultural Stabilization and Conservation Service, the Federal Crop Insurance Corporation (now a separate Risk Management Agency), and the Farmers Home Administration. Though its name has changed over the years, the Agency’s relationship with farmers goes back to the 1930s.

At that time, Congress set up a unique system under which Federal farm programs are administered locally. Farmers who are eligible to participate in these programs elect a three- to five-person county committee, which reviews county office operations and makes decisions on how to apply the programs. This grassroots approach gives farmers a much-needed say in how Federal actions affect their communities and their individual operations. After more than 60 years, it remains a cornerstone of FSA’s efforts to preserve and promote American agriculture.

LizardTech Announces Integration with Oracle® Spatial 10g GeoRaster

SEATTLE, Wash. -March 9, 2005 - LizardTech, Inc., a leading provider of software solutions that make it significantly easier to manage and distribute digital content, today announced that it is working with Oracle (NASDAQ: ORCL) to extend the Oracle® Spatial 10g GeoRaster architecture to integrate native MrSID technology. GeoExpress with MrSID is powerful wavelet-based software that enables users to manage, access and distribute massive geospatial imagery such as aerial photos and satellite images.

This venture represents LizardTech’s first step toward providing JPEG 2000 support for Oracle Spatial 10g in the future. LizardTech is working with Oracle through its Partner membership in the Oracle PartnerNetwork.

Both companies are working closely together in order to extend each organization’s ability to deliver to enterprise customers a geospatial solution that will benefit both the technical and the non-technical user to help improve efficiency and reduce the cost of storing and retrieving massive image files.

“Our goal is to provide the most robust tools for managing, accessing and distributing massive geospatial imagery by enabling our customers to leverage Oracle Spatial 10g technology,” said Carlos Domingo, president and chief executive officer, LizardTech. “With Oracle’s industry leading database technology and LizardTech wavelet imaging expertise, it’s a significant win for enterprise customers who need a solution for storing and distributing large raster data sets.”

Several key advantages are achieved by integrating LizardTech’s native MrSID wavelet technology in Oracle Spatial 10g.

  • Reduced storage costs: Database size is greatly reduced (20 to 30 times depending on the compression ratio used) without introducing artifacts into the imagery. This reduction in database size results in reduced storage costs.
  • Improved performance: Fast loading of existing MrSID data into Oracle Spatial 10g increases productivity for users receiving their data in MrSID format. Additionally, very fast retrieval of image data is realized due to efficiencies inherent in wavelet properties.
  • Enterprise-wide integration: Unprecedented decision support is achieved when a single geospatial data repository manages all mission-critical data – raster, vector, and relational.

Furthermore, Oracle Spatial 10g customers will not need to modify their existing applications; rather, the GeoRaster API will support direct access to MrSID imagery.

LizardTech has long been an industry leader in developing technology for managing and distributing large raster data, such as aerial and satellite imagery, giving decision-makers access to rich information that otherwise would be too costly to obtain. Oracle Spatial 10g provides the tools and technologies required to build enterprise class solutions that enable organizations to capitalize on all their spatial data resources. LizardTech’s flexible wavelet-based technology adds substantial value in the Oracle 10g environment that can greatly benefit government and non-government organizations alike. The new Oracle Spatial 10g GeoRaster API will provide a plug-in architecture to support partner compression technologies. LizardTech will supply the module that will enable that API for loading and retrieving MrSID data natively to and from Oracle Spatial 10g.
