Creating sdw file without GeoExpress

Is it possible to create an sdw without using GeoExpress?

I believe that sdw files are ascii and can be created\edited with a text editor provided the correct format is known.

Hello,

We have a command line tool that will create the SDW for SID files. You can download this from our website.

MrSID SDW

Click on Download - Tools and Utilities, then at the bottom is MrSID SDW.
