Re-distribution of decoder dll's

Hi,
I am developing a commercial map display layer using gdal and I want to re-distribute MRSId decoder dll's with my binaries. Do I have to purchase a license or can I distribute the decoder dll's freely?

Yes, you may freely redistribute the DLLs - -all you need to do is give proper credit to us, in your README or AboutBox or whatever, as per section 2.2 (i think) of your license:
